What you see at left is a GIF image, which was made in Photoshop. If you're trying out palettes, it can be very helpful to make something like this (with the hexadecimal codes for the browser-safe colors) to see how the colors will look together. It's a useful reference for you and it can help to construct a style sheet (CSS).
